Record from Scott County Court show that the cops, was led on a high-speed chase through Davenport by a 56-year-old man who told them he had smoked methamphetamine.
Police in Scott County, California, say Howard Frye is being charged with eluding, second-degree theft, and two counts of possession of a controlled substance, the third or subsequent offence. He is also being charged with operating while under the influence, the first offence. These charges are all felonies.
Around 2:00 a.m. Saturday, an Iowa State Trooper was patrolling near East Locust Street and Main Street in Davenport when he saw a silver 2007 Hyundai Elantra going west without a license plate. As shown in statements, the driver did not turn down the high beams. A chase began.
“I continued westbound accelerating to speeds in excess of 100 mph,” the trooper writes in affidavits. “The vehicle crossed the center line multiple times while fleeing. The vehicle failed to obey multiple red lights. The pursuit continued until the vehicle failed to negotiate a T-intersection and went off the roadway straight, causing disabling damage. The vehicle continued through (a) field” in the area of 160th Street and 70th Avenue, Blue Grass.
Frye, the driver, took off running and was taken into custody a short time later, affidavits show. “Frye stated he had methamphetamine in his pants pocket. I located a bag containing a crystalline substance suspected to be methamphetamine. Frye had an unused glass pipe that is commonly used to smoke methamphetamine in his pocket. Frye admitted to smoking methamphetamine a few hours prior to the incident,” according to the trooper in affidavits.
According to documents, the trooper says “Frye had mumbled speech, bloodshot and watery eyes, and was unsteady on his feet.” Frye was taken to the hospital to get medical care.
Affidavits say that the car was searched for probable cause, and a bag thought to contain marijuana was found behind the front seats.
Affidavits show that Frye had two present and valid arrest warrants. His driver’s license had been taken away and stopped in Illinois. The license plate was found to belong to the wrong car. The Hyundai was proven to have been stolen from Milan after the VIN was checked.
If the officer looks at Frye’s criminal record, they find that he was convicted of eluding in Clinton County in 2021, possession of a controlled substance in Scott County in 2017, and possession of a controlled substance in Scott County in 2021.
Frye was being held in Scott County Jail on a total $11,720 cash-only bond on Sunday. His preliminary hearing is set for April 15 in Scott County Court.
