Bensalem Resident Faces Charges in Fraud Scheme Against Vulnerable Philly Seniors

Working as a “fiscal liaison” for a non-profit service provider in Philadelphia, a 36-year-old man from Bucks County was arrested and accused with defrauding at least 15 seniors with intellectual disabilities.

On Monday, Quay Fetherson, 36, of Bensalem, was charged by the Philadelphia District Attorney’s Office with financial exploitation against a care dependent, identity theft, forgery, and other connected offenses.

The accusations, according to law enforcement officials, are related to Fetherson’s time working as a “fiscal liaison” for Community Options, a nonprofit organization that provides services to persons with intellectual impairments.

According to investigators, Fetherson defrauded at least 15 elderly people with intellectual disabilities out of more than $100,000 between 2018 and last year.

“Mr. Fetherson violated the trust placed in him by his employers, his victims, and the larger community,” Assistant District Attorney Alexander Blumenthal, Supervisor of the DA’s office’s elder justice unit stated.

Fetherson worked with people who had IQs below 70 in his capacity as a “fiscal liaison,” according to law enforcement officials.

He is accused of issuing checks from victims’ accounts, having victims sign checks, forging victims’ signatures, and escorting victims to banks to withdraw money that he is accused of stealing in whole or in part.

According to law enforcement officials, the alleged scam was discovered by Community Options officials after his replacement conducted an audit in May of last year and found several inconsistencies in Fetherson’s financial statements.

In a statement on Fetherson’s arrest, Community Options’ Incident Management Coordinator, Angela Castle, said, “We are deeply saddened and outraged by the actions of a former employee who stole from the personal accounts of individuals with disabilities entrusted to our care in Philadelphia. This individual was entrusted with significant responsibility and abused that position for personal gain.”

According to officials, Fetherson was arraigned on May 27, 2025, the same day he was arrested. According to officials, he was placed under police custody after his bail was set at $375,000.
